Colleen Kelly

Ms. Kelly is a former Assistant Attorney General for the State of Michigan.  As an AAG, Ms. Kelly represented various State agencies, including the Departments of Human Services, Community Health, and Education in State and federal trial and appellate courts and administrative hearings.  Ms. Kelly's work included federal class actions, employment contract claims, local school district and school board issues, contested adoptions of wards of the State, child protective proceedings, parental terminations, trusts issues, licensing matters, adult and child foster care and daycare issues, and Medicaid and other benefits claims.  As an AAG, Ms. Kelly also had responsibility for responding to inquiries from citizens, and requests for legal advice from State agencies, legislators, and the Governor's Office.

Ms. Kelly clerked for a Judge in the Michigan Court of Appeals, and interned for a Justice of the Michigan Supreme Court.  She also interned for the U.S. Department of Justice, Environment and Natural Resources Division, while in law school.  Prior to law school, Ms. Kelly had a successful career as a designer and developer of corporate training curricula and events, focusing on business process redesign and culture change.

D.J. Paquette

Mr. Paquette is a former Assistant Attorney General for the State of Michigan where he served as a Senior Litigation Attorney in the Department's Environmental, Natural Resources & Agriculture Division where he initiated legal actions enforcing State laws, and represented the State's environmental agencies in litigation ranging from permitting decisions to Supreme Court appellate actions.  As an AAG, Mr. Paquette also had responsibility for responding to inquiries from citizens, and requests for legal advice from State agencies, legislators, and the Governor's Office.

Prior to working for the State of Michigan, Mr. Paquette served as a Special Assistant Attorney General for the State of Rhode Island where he was a member of the Department's Civil Division, where he investigated complaints regarding environmental matters, initiated legal actions enforcing state laws, represented the State and its administrative agencies in cases involving various concerns ranging from employment litigation to wrongful death actions.

Earlier in his legal career, Mr. Paquette maintained a private law practice where he represented clients in a number of venues, including office consultations, negotiations with state and federal regulators, advocacy before administrative boards, and arguments before all District, Superior, and State Supreme Courts, as well as arguments before Federal District Courts.  During this time period, Mr. Paquette also served as the legal counsel to the RI House of Representatives' Committee on Natural Resources & Environment where he researched and drafted proposed legislation in conjunction with Representatives, and then facilitated the movement of the proposed legislation during the approval process, from committee hearings through floor debate.  Prior to entering private practice, Mr. Paquette was employed by Save the Bay as a policy specialist and staff attorney.
